JAMMU, Dec 28: In a significant order, the State Vigilance Commission (SVC) has summoned Assistant Commissioner Development (ACD), Udhampur, in connection with a complaint pertaining to corrupt and other malpractices allegedly committed by him by allowing illegal construction alongside National Highway in gross violation of existing laws and rules thereof
Official sources said the SVC proceeded on a complaint against Ex-Assistant Commissioner, Udhampur wherein it has been alleged that he had taken largesse from persons whose land/property had been acquired/damaged by the PMGSY Agency during widening of roads through one of his subordinates in order to settle their compensation cases, it has also been alleged that the accused had accepted bribe of Rs 2 lakh from one construction firm namely “Singh Constructions” for allowing it to construct a three storey shopping complex on Government Land alongside National Highway, sans fulfilling required formalities.
The SVC has directed the Additional Deputy Commissioner (District Vigilance Officer) Udhampur, for an enquiry into the matter and submission of report to it.
The report submitted by the ADC prima-facie revealed that the ”Singh Constructions” has raised the impugned complex near Birwan Bridge, Udhampur, without prior permission from Rural Development Department which was a condition precedent for such constructions.
Besides, the shopping complex had also been raised in violation of The J&K Agrarian Reforms Act, 1976, The Prevention of Ribbon Development Act, 2007, as well as The Electricity Act and no action seems to have been taken by the then Assistant Commissioner, Udhampur against the violators resulting in huge loss to the State exchequer.
After hearing the submissions made by the Technical Officer PWD (R&B) Division Udhampur and while looking at the gravity of the allegations, the SVC has summoned present Assistant Commissioner Development, Udhampur along with the Action Taken Report in the matter on the next date of hearing before the Commission.
