SRINAGAR, May 10: Reaffirming the resolve of the Commission to curb corruption with tooth and nail, the Chief Vigilance Commissioner has said that no official will be allowed to apply their own yardstick in disposing of corruption related cases pending with them for action.
Seeking cooperation from higher authorities of the Government in eradicating menace of corruption, he said that the objective of the Government to provide corruption free administration to the people cannot be achieved until and unless identified corrupt officials in the administration are punished. He said that Commission has decided to process legally against those Government officials responsible for shelving corruption related cases without any reasonable justification.
The Commission observed that careless attitude is being adopted by the officers of the Revenue Department, especially by Deputy Commissioners, in taking action in the corruption related cases referred to them by Vigilance Organization and DVOs.
As per the available data, 1831 complaints and enquiries, 92 Regular Departmental Actions (RDAs) of different nature, especially misuse of official position, illegal appointments, tempering in revenue records, wrong mutation of land/fardi intkhab, accumulation of disproportionate assets by some lower rung revenue officials, misappropriation of funds, manipulation of revenue records, selling of Govt land, encroachment on Govt and migrants’ land, bungling in earthquake relief, issuance of fake revenue extracts of land, demand of illegal gratification, preparation of fictitious revenue records, illegal constructions over State land, delay in payment in land compensation cases and issuance of fake PRC are pending with the department for action. Of them, only 155 have been disposed of so far.
The Commission noticed that the progress made over a period of one year shows that Revenue Department is not taking corruption related issues as seriously as they should and the approach adopted by them in disposing of the corruption related cases tantamount to shielding their subordinates which warrants action as per the State Vigilance Commission Act.
Out of remaining 1676 complaints/enquiries referred to the department for action, 5 are pending with Financial Commissioner, Revenue, 5 with Custodian General, 22 with Divisional Commissioner, Jammu, 219 with DC, Jammu, 42 with DC Samba, 26 with DC Doda, 114 with DC Rajouri, 42 with DC Udhampur, 93 with DC Kathua, 19 with DC Reasi, 29 with DC Samba, 86 with DC Poonch, 27 with DC Kishtwar, 26 with DC Bandipora, 12 with DC Shopian, 32 with DC Pulwama, 38 with DC Baramulla, 11 with DC Ganderbal, 26 with Divisional Commissioner Kashmir, 62 with Deputy Commissioner, Srinagar, 73 with DC, Budgam, 31 with DC Kulgam, 63 with DC Kupwara, 75 with DC Anantnag, 9 with DC Leh and Kargil, 1 each with Director Survey and Land Records, Jammu, Settlement Commissioner, Jammu and Settlement Commissioner, Kashmir while the department is silent about 489 cases.
The Commission observed a grimmer picture in the offices of Financial Commissioner Revenue, Custodian General, Divisional Commissioner Kashmir, Director Survey and Land Records, Jammu, Settlement Commissioner, Jammu and Settlement Commissioner, Kashmir. DC Ramban, Poonch, Kishtwar, Kupwara, Jammu, Anantnag, Kargil and Leh where no progress has been made in disposing of the cases since the last meeting held in February 2015.
The Commission also took serious note of the cases pending with Administrative Department (Revenue) since 2005 and could not get any reasonable answer from the authorities of Revenue Department for shelving the cases for such a long time without any action.
