Suggestions for teachers transfer policy

The Department of School Education has notified a transfer policy draft for Government teaching staff in JKUT few days back which is praise worthy and incase it is implemented in toto all teaching community will feel a sigh of relief as it has been observed that due to political or other pressures, the transfer policies have proved to be a piece of paper. Due to the change in the whole scenario and assurances given by Dr.Asgar Hassan Samoon Principal Secretary School Education, it is firmly hoped that the policy will be given a practical shape by its implementation from day one. In addition to the various suggestions and issues raised in the drafted policy , Jammu Kashmir Government teachers forum (JKGTF ) and JK School Education Employees Cordination Committee (JKSEECC) submit suggestions to be incorporated in the newly notified transfers policy as are sought from the teaching community . Most of the suggestions of the organization have been mentioned and submitted earlier but below mentioned may be considered sympathetically and incorporated in the transfer policy in the larger interests of all the concerned .
All 45000 RRT teachers may be included in newly notified teachers transfer policy on auto based rational and rotational transfers, as per national teacher pupil ratio. It is found that nearly 30% P/S schools have 2-5 students but three teachers are posted unnecessay to give benefit to blue eyed and VIIP ones in JKUT.
Most of the schools with in one km. radius be clubbed as no student reads in these schools. There are some schools where only single RET teacher is working and students are not more than 15-30 and in some days he has to manage MDM, submit various informations, attend meetings, go for various training programmes, perform surveys, BLO and election related duties etc.In addition to this, the teacher also takes personal leaves and the schools remain closed for many days, which adversely affect the education of students.
There are some schools which were opend under the pressure of political leaders, buildings were constructed but after regularization of ret teacher no student was admitted and school building collapsed and lakhs of fund got wasted. In some schools, teachers teach the students in the open as building has not been repaired for years.
Now all ret teachers are under JK UT and drawing salary under NP scheme , they are general line teachers now, there seniority is also fixed with other teachers, they are highly qualified and can teach to all higher classes also , so they deserve transfer on rational and rotational basis with out Pick and choose.
All rented schools must be clubbed with nearest schools where land is not available for the construction of school and surplus staff may be transferred.
Transfer of female RRT teachers after ten years of marriage may be considered and ensured.
City allowance may be given to teaching staff who is transferred from other parts of JKUT to Jammu/Srinagar cities only for maximum of three years and after that he /she must be transferred to his /her parent district U/R.
Any lecturer, master or teacher found involved in tutition / coaching must be transferred to far flung area and his increments may be stopped.
During transfers results of teachers posted in cities for last five years be may checked, it must not be below 70% in cities and at least result of four classes at elementary level in an academic year must be made compulsary for a teacher.
In city and town schools choice posting must be given to all once in service peroid.
Staff residental quarters must be constructed in all HSS and high schools of zone, C and D so that teaching staff could live properly.
All teaching staff members who are residents of urban areas and posted in far flung areas must be given dislocation allowance till Government quarters are given to them.
CCTV cameras must be installed in all examination centres from elementary to 12 th class level to prevent and curb the menace of cheating and copying, to maintain discipline in schools,to watch the activities of school students and teachers during school hours . It has been found that after school hours anti social elements enter the school premises to fulfil their nefarious designs , eat, drink and do unethical activities in many rural as well urban schools. They some time write unwanted material on school walls.So installation of CCTV cameras is the need of hour.
All other guidelines mentioned in transfer policy are the best and need strict implementation.
These suggestions may kindly be looked into for the smooth functioning of the education system and to improve the quality of education. The organisation fully support the policy with a hope that no pick and choose policy would be adopted and due steps would be taken for its cent percent implementation.
