It is now over 15 years that the 50 bedded Sub- District Hospital in Qoimoh area of South Kashmir’s Kulgam district has not been completed. Unfortunately, the State of Jammu and Kashmir, as we keep on tracking incidents of such nature, was going to create its own records of non adherence of time frames or the concerns for the unexplained inordinate delays in such projects, in the country.
The decision having been taken as back as in 2003 to upgrade the existing capacity to 50 beds , and construct the hospital building at an estimated cost of Rs. 19.32crore, the construction started in 2008 and after 8 years of lazy snail’s pace of work, the construction was stopped , again, due to the same funds crunch problem. The fact that this hospital building having been put under Prime Minister’s Development Fund, has not changed its fate and the construction work has failed to pick up. To add fuel to the fire of confusion and faulty planning, local administration does not know any advancement in the project as they have not received any communication.
There have been reports that certain glaring irregularities in spending of funds have taken place too and it is to be observed as to how things are piloted even in corruption related matters as a three member committee formed to look into the charges has failed to submit any report even after three months. We urge the authorities concerned to look into the entire issue afresh and take suitable action both in restarting the construction of the hospital building as also make the erring persons duly accountable.
