LEH, Mar 1: Alleging victimization by the state policy makers, the employees of Leh district recruited under SRO-202 staged a dharna here today. The employees said that after multi-tier selection process by the premier recruiting agencies of the erstwhile State Jammu and Kashmir Public Service Commission (JKPSC) and Jammu and Kashmir Services Selection Board(JKSSB) and Ladakh Autonomous Hill Development-Subordinate Service Selection Board, LAHDC-SSRB (Leh, Kargil), have been victimized by the policy makers.
They said that the new recruitment policy SRO-202 of 2015 is discriminatory policy adopted on 30-06-2015 by the policy makers of the then J&K State and as per this policy recruitment to different posts was supposed to be completed on fast track basis i.e three months but it took more than three years to complete the process of recruitment in most of the cases. Thus the policy has failed to meet the intended objectives and in fact has affected educated youth of the State very badly.
They said that despite working on the substantive posts born on establishment of different Government departments and created long back in 1980 they were given basic salary and deprived of the allowances like DA,HRA,CCA and even annual increments for five long years. They said that this is likely to have detrimental effect on their service and pension career and will surely lead to pay anomaly issues in near future.
It is pertinent to mention that Government is already in a fix regarding resolving the pay anomaly issues. As per J&K Civil Service Rules -1956, every appointee is under probation period for initial two years but SRO-202 employees have been put under long probation period of five years in violation of JK-CSR rules 1956 and other recruitment rules. A similar fixed salary policy enacted in 2011 was scrapped by the State Cabinet vide its Decision No. 87/06/2014 dated 21-05-2014 and Government Order No. 156 of 2014 dated 27-06-2014 following massive public demand.
They alleged that this policy has put the principles of Justice & equality in casualty as per latest report by Law Commission headed by Justice (retd.) M.K.Hanjura.
They said SRO-202 is like a sword hanging high on heads of this set of employees and the makers of the SRO have enveloped the life of this class of employees and has compared it with tentacles of an octopus. They appeal Home Minister of India to take a sympathetic view towards the youth of the UT Ladakh and UT Jammu & Kashmir.
