JAMMU, Apr 27: On the call of Central Executives Associ-ations, all the executives working in J&K Telecom Circle under the banner of Sanchar Nigam Executive Association (SNEA) J&K Circle observed relay hunger strike from April,25 to April, 27 at all the five Secondary Switching Areas of BSNL in the State.
According to a handout issued by Sanchar Nigam Executive Association here today all Executives participated overwhelmingly & applied for mass casual leave tomorrow in support of their demands.
The Association also warned that in case, inordinately delayed HR issues are not settled, all executives of BSNL fraternity across country & J&K Telecom Circle will observe indefinite relay hunger strike from May, 1 & work according to rule with non-cooperation till settlement of issues followed by intensified agitation program from May 10.
The Association said All India Executive Associations of BSNL under the banner of Joint Forum of Executives Associations had served notices on April, 2017 to CMD BSNL & secretary, Department of Telecom (DOT) for organizational actions/protests across all States/Circles in the country starting April, 25 to protest against unprecedented delay in settlement of long pending HR issues by BSNL Management.
It said inaction on the part of management has heightened frustration level among executives who are awaiting promotion in the same cadre from the last 20 years notwithstanding thousands of posts lying vacant. This is having demoralizing effect on executives in discharging of their duties in a highly competitive scenario. BSNL management mostly comprising of officers on deputation from DOT are showing least inclination to create highly motivated workforce to take on rival competitors, it added.
The Association said prominent & burning HR issues include replacement of non-standard pay scales of E1A & E2A with standard pay scales of E2 & E3 for JTO, SDE & equivalent cadres and extending initial basic pay of Rs 22820/ to executives recruited post 01.01.2007. Pay-parity issue of post 01.01.2007 recruited executives with their counterparts. Immediate issuance of promotional orders in all executive cadres under seniority-cum-fitness & competitive quota, extending 30% Superannuation benefit to BSNL recruited executives, E1A & E2A pay scales notionally to JTOs/SDEs of civil/electrical/Arch/TF wings & PA/PS cadres w.e.f. 01.10.2000 and scrapping of ongoing DR-DGM recruitment & DR-DGM/MT RRs.
