Some Government officer tries to overplay their role and power only to show that they are ahead of others in demonstrating their loyalty to the State. May be in process they expect some feathering in their cap. That is an interesting part of human nature. However, while there are examples to that purpose, but they have to realize that they cannot and should not underestimate the rules and the power of the State in implementing the rules. They need to understand they are required to function within the parameters of civil administration and civil law.
How come that the Director Sher-e-Kashmir International Convention Centre (SKICC) has ordered some constructions in the premises of the Centre in Dal Lake in defiance of the prohibitory orders of the LAWDA and the High Court? Certainly the defiance is willful and intentional. Despite LAWDA authority officers visiting the site and finding that illegal construction has come up had to order it’s dismantling, the SKICC resumed construction the next day… Who does the SKICC Director want to please by taking recourse to an attitude of defiance?
We do not find any logic in the contention of the Director that funding for the project for which structure had to be raised comes from the Central Government.
We have already made many of our tourist destinations and picnic spots become distasteful and shorn of environmental and ecological attraction. Imagine what LAWDA has done to the Dal Lake. Gulmarg and Pahalgam, too have not been spared spoliation of sorts. And now we are determined to try our whims on the SKICC.
