The State Government has tabled the annual report of CAG in the Assembly on the last day of the just concluded Budget session. It is common sense that left with no time, the assembly members were denied the opportunity of conducting in-depth debate on the discrepancies identified by the report in respect of some departments. Do we need to remind the Government that CAG is no enemy of the Government nor is it construed to be doing police manning over the Government. Observations and suggestions of the CAG are essentially and exclusively meant to improve the governance and plug the loopholes which ordinarily do not come into focus for the administrative authority. But by manipulating avoidance of full fledged debate in the assembly on its content is a disservice Government is doing to the state. Non compliance of various departments to submit suo-moto Action Taken Notes on the actions of the PAC to the Committees harms the objective of entire exercise of the CAG. It gives rise to suspicion and doubts that make matters more complicated. A wrong thinking about the duties and functions of the CAG has been created after the exposure of some mega scams in the country during past two years. The Government, in a state of scare of getting embarrassed if a debate on CAG ensued, needs to shun all fears and welcome healthy criticism of the state of affairs in the assembly and seek proper direction from this forum.
