Shortage of staff in schools

Sir,
There  are many schools right from primary to (10+2) level schools across the length and breadth of the State where there is no full strength of both the teaching and non-teaching staff and as a consequence of it the students of the state suffer.
There are  many primary, middle and high schools where the roll of the students exceeds the prevailing student teacher  ratio. Similary, there are many Hr Sec Schools where there are no lecturers available to the students and the posts are lying vacant in these subjects viz  English, Maths, EVS, Sociology. Functional English, Pol Science, Urdu, Hindi, Punjabi, Bio-Chemistry and Computer Science etc.
There are many qualified, trained and experienced PG teachers available whose services may very kindly be utilized for teaching these subjects to the students by way of elevating/promoting them as I/c Lecturers through  DPC on the basis of strict seniority /eligibility which will benefit the students.
There are many dropout cases in the discipline of English and non-joining  slots of Lecturers in many other subjects which also need to be filled up through DPC. The PG Masters/Trs in English may kindly be considered for promotion as I/c Lecturers the disciplie of Functional English  as per is hardly any difference between English and Functional English.
In addition to above, the promottee Migrant Masters, Headmasters, Lecturers and the non-teaching staff etc may kindly be adjusted in migrant schools  keeping in view their multi-triddens and there is no need of post creation and the Lecturer posts in many subjects are lying vacant in  many Hr Sec Schools.
Therefore, keeping the above mentioned submissions and facts in view, it is fervently requested to the J&K Education Minister, Commissioner/Secretary to Govt J&K School Education Department and DSEJ/DSEK to kindly  provide both the teaching and non-teaching staff so the schools across the  State where there is shortage staff so that  the students who are the future of the state, nation do no suffer further more. Hope for an early positive action in the matter for the greater good of the students of the State.
