Shopian DDC members seek dissolution of 5 Standing Committees

Srinagar, Feb 10: At least 9 members of the District Development Council (DDC), Shopian today sought disbanding of five Standing Committees that were recently formed while alleging that the Committees have been constituted in violation of the norms even as terming the move as “unconstitutional”.
In this regard, the DDC members have submitted a representation to the Chief Executive Officer DDC Shopian urging that the Standing Committees be constituted as per the rule of law and quashing all such Committees constituted “arbitrarily” without following the procedure.
The members while addressing the Chief Executive Officer DDC Shopian stated that the office circulated an order by virtue of minutes of meeting reportedly held on 4/01/2021 virtual mode, wherein all the 14 members of the DDC have been shown to have participated along with ADDC and other officials.
“In the said meeting five standing committees have been shown framed/constituted consisting one chairman and two members each. In this regard it is to submit that to the knowledge and belief of the members, we have not participated in any such meeting physically or virtually, and neither any consent nor approval has been sought from the members regarding the constitution of the standing committees,” the members stated.
The members said that as per the rules, regulations and legal ethics all the 14 members are to be covered/adjusted/accommodated, as a member of either committee, “but unfortunately two well qualified and experienced DDC members have not been included in any of the standing committees.”
As per the members, some DDC members have been appointed as Chairman of the Standing Committee while as the same members has been repeated as a member of other standing committees, “which is against the legal ethics and rules thereof when the other DDC members were available to fill up the vacancies,” the members said.
As per the representation that has been submitted, the committees have been framed without seeking the consent of the members and the same has been done arbitrarily “at the will of some officials at the behest of Chairperson and Vice-Chairman, which tells upon the whole process and transparency of the standing committees.”
The DDC members who are opposing the formation of the Standing Committees have demanded that the formation of all the 5 such committees be declared dissolved and the fresh standing committees be constituted as per the norms and principal of justice, covering all the elected DOC members.
“In case of justice is not materialised and the grievance is not redressed at an earliest the members may be constrained to seek the legal remedy, consequences of which shall be solely on involved officials,” the members warned.
The members who have signed the representation include Raja Abdul Waheed, DDC Member, Muzaffar Ahmad Wagay, DDC Member, Choudhary Abdul Hameed Sheikh, DDC Member Shopian-I, Safiya Riyaz, DDC Member Ramnagri, Aijaz Ahmad Mir, DDC Member Zainpora, Mehmooda Nisar, DDC Member Kaprin, Mohd Maqbool Chopan,  DDC Member Hermain-I, Tahir Ahmad Mir, DDC Member Kanjivullar and Ab Rashid Lone, DDC Member Hermain-II.
