Shift Jammu based SC employees to security zones: Bali Bhagat

JAMMU, July 10: Senior Bharatiya Janata Party (BJP) leader and former Minister, Bali Bhagat has demanded immediate shifting of the Jammu based Scheduled Caste employees posted under inter district recruitment policy in Kashmir province in several Government departments to safer locations/ security zones in view of recent spree of selective killings in the Valley.
He has also demanded comprehensive transfer and regularization policies for the employees working in J&K UT offices.
In a statement issued to media here, today, the senior BJP leader said that the employees who are in fear of being killed by terrorists and are on strike/protest demanding their shifting from the Valley should be treated on duty during the strike period without affecting their salary disbursement. He said that it is quite normal for a human being to feel frustrated after killing various colleagues and in such circumstances threat perception dominates even the most intelligent ones. As such the Government should address the issue of such employees in a humane manner, he asserted.
Moreover, Bali Bhagat also demanded that all the Jammu based employees working in Kashmir should also be treated at par with PM Package employees at least so far as their accommodation and security measures in the Valley are concerned.
The BJP leader urged the Union Territory Administration to create special Divisional and District Level Grievance Cells to receive and redress the grievances of Jammu based inter district recruited employees working in Valley. He said that these Cells should be headed by the officers holding at least the Secretary level post. He further suggested bringing all the posts under divisional cadre besides formulation of a comprehensive transfer policy of the employees.
Bali Bhagat in his press statement yet urged the Government to consider the genuine demands of PHE daily wagers who are on strike for the last so many days. He demanded a well tailored policy for the regularization of these employees in Jammu and Kashmir.
