Govt issues fresh directives to Admn Secys

JAMMU, Dec 2: As several departments have failed to provide already notified 45 public services through online mode, J&K Government today issued strict directives to all the Administrative Secretaries to ensure delivery of all these services of varied nature through online mode only so as to promote conducive business environment in the Union Territory.
The fresh directions have been issued by the Government following reports from various quarters that majority of these public services which were notified by the Government two years back to be provided solely through online mode, are still being provided through offline mode only by several departments.
Sources said that in order to provide transparent, efficient and hassle free services to the citizens of the erstwhile State of J&K, regulate business environment in the Government departments and facilitate business environment in the State under the Business Reforms Action Plan 2018 (under Ease of Doing Business), Government vide its Circular Number 52-GAD of 2018 dated 14-12-2018 had decided to provide 45 public services through online mode and notified the same so that the stakeholders can avail such services in a hassle free manner.
The services that were notified by the Government include registration of hotels & guest houses, dealers and travel agents in Tourism Department, issuance/renewal of license for selling & storage of seeds and issuance/renewal of license for fertilizers from Agriculture Production Department, change in land use, construction permits/permissions, etc from Housing and Urban Development Department, provisional NOC, Renewal NOC and Final NOC from Fire & Emergency Department, issuance of wholesale trade license, wine shop license, bar with hotel license, distillery license etc by Finance Department and registration of new industrial units, firms under J&K Partnership Act 1996, approval of building plan, etc from Industries and Commerce Department.
“However, majority of the Government departments failed to implement the Government directives with reasons best known to them. Several departments are still providing majority of the notified public services through offline mode and Government has itself detected deviations with regard to functioning of these services through ‘online mode only’,” sources said.
They further maintained that some of these services are not functioning appropriately from the designated URLs while few of these are conspicuously absent from the online/web domain. This has been taken seriously by the Government, sources said as all these services were directed to be provided online only under Business Reforms Action Plan 2018 so as to provide conducive business environment in J&K.
Therefore, to create a business friendly environment and ensure transparency in delivery of various public services, Government through its Circular Number 33-JK (GAD) of 2020 dated 02-12-2020 has directed all the concerned Administrative Secretaries to strictly ensure that all the notified public services are provided through online mode only.
