Service rules are the bedrock of our civilian administrative structure. These have been framed with great care and experience. But they admit modifications and amendments from time to time as per the requirement. Amendments/modifications to service rules when affected are notified and departments are required to observe these rules and amendment in letter and in spirit. In view of certain requirements, the Government has announced modified Jammu and Kashmir Special Recruitment Rules, 2015, which provide for appointments on contractual basis, and issued new set of directions to all the departments and agencies for compliance in letter and spirit. According to the modifications made all departments shall refer the existing vacancies and also the vacancies that would accrue during the year to the concerned selection agencies within a period of one month from the date of issuance of these Rules indicating therein the district wise breakup of available vacancies in each cadre, viz. State, Divisional and District. About the mode of selection, the Rules state that the selection agency shall invite applications for recruitment under these Rules in respect of district, division or State cadre posts. After assessing the merit of the candidates in a fair and transparent manner, the selection agency shall prepare a select list which shall not exceed the number of vacancies so advertised and furnish the same to the appointing authority within a period of three months from the date of reference of the vacancies. This will do away with Departmental Recruitment Boards which were making departmental recruitment. This system was not transparent and many complaints would come in regard to the fairness of the selection.
Two things are appreciable in regard to modified service rules. One is that the Departmental Recruitment Board practice is done away with and thereby a big source of corruption has been plugged. The second appreciable thing is that selection process has bee made time bound. For example, within ten days of the final selection, appointment orders have to be issued. These are very progressive and people-friendly modifications and as such are welcome.
