Jan Abhiyan: PWD to implement 100 pc Online payments

JAMMU, Oct 18: The Jammu and Kashmir Government planned to provide self-employment to nearly 63,000 persons, identify and demarcate 100 tourist destinations, allot land worth Rs 6248 crore projects, initiate five Industrial Estates and shift to Ration Card Management System during 11 days long ‘Jan Abhiyan’ ahead of fourth phase of ‘Back to Village Programme’ (B2V4).
The Government has assigned responsibilities to different departments for the ‘Jan Abhiyan’.
Official sources told the Excelsior that the Finance department has been asked to provide self employment to at least 15 persons per Panchayat through Jammu and Kashmir Bank, EDI and Labour Department. There are around 4200 Panchayats in Jammu and Kashmir which will take self-employments to be generated during the `Jan Abhiyan’ to nearly 63,000.
The banks will set up counters at Panchayat level for verification, sanctioning and disbursement of cases and also accepting fresh applications.
The Tourism Department will identify, delineate and demarcate at least five tourist destinations, circuits, themes and treks per district taking total number of destinations to 100 as there are 10 districts each in Jammu and Kashmir divisions.
“The Tourism Department will also identify home stays and establish Village Cooperatives for providing support to tourist activities,” the officials said.
In another significant decision, the Public Works (R&B) Department will implement 100 percent Online payments with no manual interface.
Similarly, the Mining Department will implement 100 percent e-challan with zero manual interface.
The Industries and Commerce Department will issue land allotment for projects to the tune of Rs 6248 crores. It will also make live Online the Central Inspection System on JK Single Window System.
“The Industries and Commerce Department will also initiate development work of five Industrial Estates,” the officials said.
They added that the Food, Civil Supplies and Consumer Affairs Department has been asked to shift to Ration Card Management System (RCMS). It will also ensure 100 percent grievance redressal.
During the ‘Jan Abhiyan’, the Estates Department will identify unauthorized occupants of Government accommodation and will complete the process.
The General Administration Department will ensure biometric attendance, filing of EPM by all employees, 100 percent filling of property returns, 100 Online APRs and implement HRMS module.
The Government has asked the Planning Development and Monitoring Department to coordinate entire exercise by compiling the department wise daily progress report and forward it to the Chief Secretary. It will submit comprehensive report to the CS on October 27.
“The Planning Department will ensure ranking of the districts and departments in terms of achievement of deliverables. It will identify best performing departments and districts while the GAD will initiate suitable reward mechanism for recognizing the achievers,” the officials said.
Principal Secretary to Government, Higher Education Department, Rohit Kansal, head of the B2V4 Committee, tweeted: “As part of Back2Village massive Jan Abhiyan starts. 35 Departments will deliver on 85 people centric schemes. 8 lakh Ayushman cards, 2.5 lakh UDID cards, 2 lakh e-Shram cards, 30,000 land passbooks—just a few of the deliverables”.
As per the officials, Village Haats will be established in every village by the Rural Development Department.
The School Education Department will hold at least 200 parent-teacher meetings per district.
The Higher Education Department will introduce 30 Credit Skill Course in 50 degree colleges, research under National Education Policy in 30 college, launch HRM module under e-Samarth Gov suite and obtain feedback of 1,00,000 students of degree colleges across Jammu and Kashmir.
