It is a good decision of the Ministry of Human Resource Development to initiate seeding of the bank account with the Aadhaar number for Direct Benefit Transfer (DBT) transactions for release of scholarships provided by Ministry of Human Resource Development (MHRD) and University Grants Commission (UGC). The number will be used as an identifier for disbursement of all Government subsidies, scholarships which would be disbursed directly into the bank account of the beneficiary seeded with the Aadhaar. The colleges and universities will have to expedite issuance of Aadhaar cards in favour of bonafide students who are not as yet in receipt of these. The main benefit of the new decision will be that the chances of corruption and mismanagement in the disbursement of scholarships will be minimized. As the amount of scholarship will directly go to the seeded account of the recipients, unnecessary waste of time will be eliminated.
Year after year, the number of students who are brought within the ambit of scholarship holders from various sources is increasing rapidly. This means that the Government is able to spend more in social welfare area. This has necessitated streamlining of the disbursement of scholarships with two main objectives of suppressing corrupt practices and disbursement to the recipients without hassles. The student community will be very happy with this progressive decision of the Union Ministry of Human Resource Development. Students are facilitated to operate their account of scholarship by surfing the portal set up for this purpose as National e-Scholarship Portal (NeSP) of Government of India.
