JAMMU, Sept 25: All India Confederation of SC/ST/OBC Organisations held a cadre camp here in which various social activists and community leaders participated.
The agenda of the programme was- protection of Constitutional rights of reservation in promotion, reservation in private sector, stoppage of atrocities against Dalits and implementation of 117th amendment of the constitution.
State president of the J&K Unit of the Confederation, R K Kalsotra while speaking on the occasion said that it is a sordid state of affairs that the government has not come with any mechanism to address the issue of Constitutional provisions of reservation in promotion in the wake of the High Court having quashed the same.
The Government, has admitted in the State Legislature that there are about 17,000 SC employees, 34,000 STs and 5000 OBC workers. It means there are over 55,000 employees from the category cadre and they are being denied their right. The people from these communities have been badly affected by the Court judgment.
Kalsotra further alleged that caste based atrocities are on the rise and must be dealt with sternly, Prevention of Atrocities Act must be implemented strictly. He said lands belonging to these people are being encroached upon by the land mafia and no effective redressal is provided.
He also demanded implementation of 27% reservation for OBC’s as per the Mandal Commission report in the J&K State. He said the State should pass a resolution in the Legislature to recommend to Government of India to issue Presidential orders for the extension of provisions of such Articles of Constitution of country to the state of Jammu & Kashmir along with Amendments especially the 77th Amendment in addition to amendments in Article 16(4) i.e.16(4)A, 16(4)B (relating to Reservation in Promotion.
He warned to conduct Gherao of the Civil Sectt on Nov 7, if the Govt failed to address their issues.
G R Bhagat, BR Lachotra, BL Bhardwaj, Yasir Chowdhary, Rekha Devi, Dina Nath, Bansi Lal Katal, Sat Pal, Daya Ram, Narinder Kumar and Ch Akhter Hussain also spoke on the occasion.
