Please refer to the article “Scrap Anaganwaris and Mid-Day Meal Schemes”of the,authored by Dr Ram Chandra Sharma Sarpanch Hslqa Panchyat lower Siot, DE July 15. Being a social worker, I read both the writeups with interest and found that transfer of MDM to the PRI authorities looks a common opinion, but I don’t agree with this plea on some reasonable grounds.
First, the MDM is a nutritional scheme and needs to be handled by the technical and honest persons which is never possible by the authorities of PRIs which are run by the most corrupt and semiliterate persons.
Secondly,it is well known to all of us that the PRIs are fully tainted and painted with corruption and look like biggest dens of corruption on our earth and as such, there seems no need and justification for transfer of MDM to PRIs. It is better to Scarp than to transfer to PRIs. However,it is very much possible to manage the scheme by the education department itself. Moreover, corruption is lesser pronounced in education department and it should be hoped that the scheme will be better managed by this department.
For this purpose,we need some managerial changes. Firstly, there should be a separate wing for MDM scheme and all teachers should be freed from the additional charge of MDM. To my opinion, the redundant Post of Deputy Chief Education Officer should be redesignated as Assistant Director MDM and be diverted to the MDM scheme with the main responsibility of management of MDM in the district. Appropriate units may be set up at zonal level and further technical staff for cooking purpose should be provided to every school. There can also be other better management ways except the most corrupt PRI option.
