Saifullah reviews amendments proposed in Roshni Scheme Rules

JAMMU, Jan 30: Minister for Law and Parliamentary Affairs, Mir Saifullah today reviewed the amendments proposed by Revenue Department for the Jammu and Kashmir State Lands (Vesting of ownership to the occupants) Rule, 2007 (Roshni Scheme) and status report of amount deposited in respect of Nazool and State land under occupation in Jammu and Srinagar cities.
Addressing the joint meeting of Revenue and Law Department, the Minister said that keeping in view the significance of the scheme, the time limit for filling applications and deposit of fee would be extended so that left out authorized occupants and lease holders get benefitted.
Threadbare discussion was held with regard to the implementation of the scheme with a stress on prioritizing the public interests. It was realized that there is a need to reconcile the interest of State and occupants who were not vested ownership right of land under the law as yet. The meeting observed that the increase in the time limit for filling of applications and depositing of fee with certain conditions would be beneficial for all stakeholders.
The meeting decided that Revenue Department would come up with revised rules to address the grievances of all the stakeholders under the law.
The meeting informed that an area measuring over 494 kanals has been approved for vesting of ownership in favour of 163 occupants for an amount of Rs. 103.44 crore against which Rs.50.63 crore has been deposited by 97 occupants in Srinagar district.
While as in Jammu district, an area measuring over 205 kanals has been approved in favour of 323 authorized occupants for vesting of ownership right at an amount of Rs. 55.15 crore, against which an amount of Rs. 9.48 crore has been deposited by 111 occupants, the meeting was told.
Among others, Advocate General, M. I. Qadri, Commissioner Secretary Revenue, B A Runiyal and Secretary Law, G H Tantray present in the meeting.
