SAC seeks appearance of SWD, RDD Secys

JAMMU, Feb 20: State Accountability Commission (SAC) has sought appearance of Commissioner Secretaries of Social Welfare and Rural Development Departments to ascertain the status of the implementation of Centrally Sponsored Schemes which are allegedly going half implemented or un-implemented.
Taking cognizance of the wide-spread reports that Centrally Sponsored Schemes were not being implemented properly in the State, the SAC had sought information from these two high officers on the nature of the Centrally Sponsored Schemes, the budget made available for each scheme, the amount spent out of such budget on each scheme till date and whether any supervisory mechanism had been established to monitor the status of implementation of these schemes.
To this, the Commissioner Secretary, Social Welfare Department submitted a sketchy response without disclosing the details of the information sought whereas the Commissioner Secretary Rural Development Department failed to respond.
The Full Commission comprising Chairperson Justice B A Khan and its Members Justice J P Singh and Justice B A Kirmani, which met few days ago, reviewed the progress of the procurement of food items being supplied to the Anganwari Centres and found that the Social Welfare Department had abandoned the transparent practice of e-tendering for procurement of these items and resorted to other ways of procurement by some negotiation.
The Commission took a serious note of this and also the overall casual approach of two high officers of the Government and sought their appearance on March 13, 2018 along with a detailed report of the status of implementation of Centrally Sponsored Schemes in the State and justification for discarding the e-tendering process in procurement of food items for children in the Anganwari Centres.
