JAMMU, Apr 28: Full Bench of the State Accountability Commission comprising its Chairman Justice B A Khan and Members Justice J P Singh and Justice B A Kirmani has allowed further time to the former Deputy Chief Minister/the then Chairman Khadi Village and Industries Board (KVIB) Pt. Mangat Ram Sharma to file his supplementary affidavit/documents in support of his defence.
Advocate Bhanu Singh Slathia appearing for the former Deputy Chief Minister prayed for extension of time in view of ailing health and old age of Pt Mangat Ram Sharma.
Advocate Rohit Kohli caused appearance on behalf of Former Secretary KVIB J P Singh and he too was allowed further time to file supplementary affidavit/documents. Former Secretary KVIB R C Sharma appeared in person. The complainant Sajjad Majid was represented by Advocate Ch Ghulam Murtaza.
It is worthwhile to mention herein that the State Accountability Commission on October 26, 2007 had initiated a regular inquiry against the former Deputy Chief Minister Mangat Ram Sharma and the two former Secretaries KVIB J P Singh and R C Sharma. In a writ petition filed by the former Deputy Chief Minister, the proceedings before the Commission had been directed to be kept in abeyance by the State High Court. However, a Division Bench of the State High Court on February 9, 2016 dismissed the writ petition filed by the former Deputy Chief Minister and directions were issued to SAC for taking the regular enquiry to its logical conclusion.
The instant complaint was filed on 1st August, 2007 by Sajjad Majeed, a social activist leveling serious allegations against the then Deputy Chief Minister/Chairman KVIB for making illegal/backdoor appointments in J&K Khadi Village and Industries Board.
The complainant alleged that appointments were made in KVIB on pick and choose basis in contravention of J&K Khadi and Village Industries Board Staff Regulations (Amended), 1998.
