Jammu, Mar 26: Minister of State for Power, Law, Justice and Parliamentary Affairs Vikar Rasool in reply to a question of B R Kundal informed the House that the Government has proposed an amount of Rs. 1.5 crore in the 12th Five Year Plan 2012-17 for addition and alteration of Munsiff Court at R. S. Pura, adding that there is no proposal for its upgradation. He admitted that building exists these since independence.
In reply to another question by Bashir Ahmed Magray, the minister informed that construction of Advocate Chambers at Jammu and Srinagar has already been taken up within an estimated cost of Rs. 16.05 crore.
The minister further said 34 chambers at Jammu stand completed and handed over to the Bar Association for further allotment whereas 61 chambers are almost complete. He said construction work on 102 chambers for advocates at Srinagar is in its final stage and expected to be completed by December-2013.
Mr. Vikar further said with the recent elevation of 5 High Court Judges, the strength increased to 12 and 2 posts of High Court Judges are vacant. He said that the government has also appointed 7 District & Sessions Judges to the Subordinate Court, besides creation of 37 courts in the state.
The minister said that the process of selection of 38 Munsiffs is likely to be completed and 22 courts of ‘Dehi Adalats’ are also under consideration of the Government and 10% increase in cadre strength at all levels in subordinate judiciary is also being contemplated.
Mr. Vikar further informed that 82,306 cases are pending in the High Court, whereas 191144 cases (civil and criminal) are pending in subordinate courts.
Ravinder Sharma, Ghulam Nabi Monga, Dr. Shehnaz Ganai, Javid Rana, Naresh Gupta and Sheikh Ghulam Rasool raised supplementaries on the question.
Mr. Vikar replying to another question of Ali Mohammad Dar said that the Chief Engineer, EM&RE wing, Kashmir has received a proposal for carving out an Electric Division for Chadoora area from existing Electric Division, Budgam which is under examination.
