JAMMU, Jan 17 : Underlining the need for objective way of assessing performance of Government Departments at the year-end through Results Framework Document (RFD) initiative, Chief Minister, Omar Abdullah today said that this will enable the departments in fixing priorities and targets individually and realize outcomes in a time bound manner.
The Chief Minister said that RFD would also inculcate a new work culture in Government Departments. “It will enable them to put in place a self monitoring and assessing system and make realize physical targets and outcomes benchmark of performance”, he added.
Talking to the Central Task Force on RFD who called on him here this morning, the Chief Minister expressed gratitude to its members for guiding the State Departments in formulating RFDs and setting the stage ready to launch the new initiative in the State to help good-governance ensuring outcomes of works reach to people in a fixed time frame.
Omar Abdullah said that under RFD the focus would shift from assessing the performance from financial spending to the realization of physical targets and outcomes with impact on ground.
The Chief Minister said that his Government is committed to rolling out RFDs in all departments to ensure the benefits of development programmes reach to people in a time bound manner and as per the prioritized schedule.
The matters relating to generation of power and widening the mandate of Science and Technology Department also came up for discussion in the meeting. The Chief Minister asked the Task Force to give their opinion regarding expanding the orbit of Science and Technology in the State for creating scientific temperament and enabling youth to participate in IT and software technology sectors in a bigger way.
“Prior to militancy, measures for development of software technology and involving outside players to participate in this received good attention and a Software Park was established in the Valley. However, this received jolt by the militancy and the progress remained stand still”, he said.
“My Government has now initiated measures to revive this sector and provide level field for youth to adopt IT and software technological initiatives for economic sustenance and development of the State”, he said, adding that the Science Advisory Board of reputed scientists and technologists of the country is in place to advise the State Government regarding utilizing science and technology in the economic betterment and employment generation in the State.
The Chief Minister said that in the power generation sector, State Government has also made a remarkable move forward and prestigious mega-hydel projects have been taken up in joint venture by the State’s Chenab Valley Joint Venture Power Company.
Minister for Planning and Development, Ajay Sadhotra, Chief Secretary Madhav Lal, Financial Commissioner, Finance, Mohammad Iqbal Khandey and Principal Secretary Planning and Development, B. R. Sharma were present in the meeting.
