Review of Recruitment policy

Sir,
New Recruitment Policy Ordinance of PDP-BJP Government has been sent back by Governor N N Vohra and sought some clarifications. I think, this policy is not only exploitative, but has numerous drawbacks.
Recruiting Gazetted Officers at district level without an accountable and constitutionally empowered body is vulnerable to misuse and exploitation. It can only feed the aspirations of representatives of ruling parties. The recent process of recruitment by JKPSC and JKSSB was fair and the  politicians couldn’t make backdoor entries. Now, PDP-BJP coalition put forward another way of backdoor entries and named it New Recruitment Policy.
Most of the well qualified youth of the State got job of 2nd, 3rd and 4th group on permanent basis in the recruitment drive of previous Government and most of them deserve the gazetted posts, because they are well qualified in comparison to others who are looking for a job. Now, they are being forced to stay at their occupied places. An employed person can’t take risk to join a job where prospects of regularization remains in doldrums for 7 years. And if it remains so, after 7 years, less qualified will dominate well qualified persons.
Thirdly, those who spent lakh of rupees in pursuance of their professional degrees like MBBS/MD, B. Tech/M. Tech. are at the verge of frustration. How can they survive with a meager amount of honorarium for seven years coupled with the pessimism that predominates over the period till regularization?
This policy is severely exploitative for those who are pursuing Research (PhD). Such persons can’t settle in their social life till 36-37 years of age. This policy discourage youth to go for higher studies and undermines the the value of education. This is what I would like to call “Promotion of Socal Disorder”.
This policy has also replaced the current mode of recruitment through written test and viva and replaced it with merit. But in some reputed Universities of States  even meritorious students do not  secure distinction in Arts and Social Sciences. But there are some universities that have been providing education through correspondence, and most of their students who study only during examination secure distinctions. These students will easily outnumber well educated youth of reputed institutions. I think this aspect of New Recruitment Policy is irrational. Here I would like to mention that merit of academic qualification  was basis of recruitment which was replaced with written test and viva by previous Government owing to problem created by some distance  mode universities  etc. So, the proposed policy will bring down the value of quality education and future students will prefer to join these universities instead of DU, JNU, AMU, JU, KU etc.
Therefore, it is urged that the Government have a re-look at this policy.
