Revenue officials booked for manipulating ownership of land

JAMMU, Apr 20: Crime Branch Jammu has booked some Revenue officials and others for manipulating records and changing ownership of land.
An FIR has been registered against Satwant Singh, then Patwari Halqa Satwari/Chatha, Balwant Raj, then Tehsildar Settlement, Jatinder Singh Aulakh of village Khandwal, Jammu and other officials of the Revenue Department for manipulating the Revenue records.
The case was registered after preliminary investigations into a complaint by Dr Kunwar Gunit Singh of Shastri Nagar, Jammu. As per the complainant, his grandfather owned a big chunk of land in village Khandwal Chatha and after his death the said land was inherited by his father and uncles being the legal heirs. Gunit Singh’s father being the co-owner of the subject land, was in possession of 36 kanals of land falling under Khasra No. 8 min, 20 kanals under Khasra No. 67 situated at village Chatha, Jammu, which was adjoining the land situated at Khandwal. It was further alleged that the Revenue officials manipulated the revenue records and changed the ownership of the land, in furtherance of a criminal conspiracy and facilitated attestation of mutation No. 667/1 in Khasra No. 8 min in respect of land situated at Khandwal and mutation No. 757 in respect of land situated at Chatha in favour of Jatinder Singh Aulakh of village Khandwal, Jammu,  in the year 2000 by invoking section 121 of the Land Revenue Act, despite the fact that no settlement of the land was conducted.
During the course of enquiry, it was found that originally the land belonged to one Lok Nath. However, the  Patwari Halqa Satwari/Chatha Satwant Singh and Tehsildar Settlement Balwant Raj, in furtherance of a criminal conspiracy hatched with Vikramjeet Singh Aulakh (now dead)- uncle of the complainant, manipulated the revenue records. They entered the name of Jatinder Singh Aulakh, who was minor at that time, in the register Girdawari and subsequently attested the mutations illegally in his favour by invoking section 121 of the Land Revenue Act.
Therefore   by sheer abuse of their official position, the accused public servants caused wrongful gains to the beneficiaries and themselves and wrongful loss to the complainant.
Accordingly, case FIR  under Section 420, 465, 467, 468, 471, 120-B RPC was registered in Crime Branch, Jammu and further investigation has been taken up.
