Patwaris and Girdawars are at the base of the huge pyramid called Revenue Department. In folklore we used to hear that Government means the Thana and the Patwarkhana. Pat is a Sanskrit word meaning a segment of land (halqa in technical terminology) and one who keeps the physical record of that segment is called Patwari. In a sense he is the custodian of all information and record about the ownerships, sale, purchase, transfer, mutation, quality, production, water management and all other details of the respective segments. One can understand the responsibility which Patwaris and Girdawars are carrying on their shoulders. For last 39 days, the Patwaris and Girdawars of entire J&K State have struck work leading to sort of paralysis of the entire department but more particularly to enormous difficulties for ordinary villager or citizen. They have long pending issues and the Government had agreed to take final decision on these by 31 March 2012. The decision never came and the revenue officials are forced to go on strike. They have listed nine demands all of which appear to be genuine and justifiable. Nobody will dispute genuine demands. The point is that if the Government had committed to respond to these demands by ending March 2012, why should it test the patience of these revenue officials and turn a deaf ear to their solicitation? We would entreat the concerned at the helm of Revenue Department that issues are not solved by neglecting them but by tackling them in right earnest. Revenue Minister should find time to call the representatives of the striking officials and initiate constructive negotiations with them.
