A number of schemes sponsored by the Centre and called Centrally Sponsored Schemes are floated in our State also as in other states. These schemes are invariably accompanied by guidelines and systems that have to be adopted while implementing them. There are some schemes exclusive to the State of Jammu and Kashmir in view of the disturbed conditions and the topography of State. Now, there is a slight difficulty for the State in implementing these schemes. The guidelines and instructions that accompany the schemes are not sometimes fully implementable in the State for various reasons. For example some schemes are time bound but actually cannot be completed within the stipulated time owing to weather conditions in the State or owing to transport and communication problems. It is justifiable that the State Government has got into touch with the Planning Commission of India to reconsider the guidelines and conditions and make some relaxation in them so that it become smoother for the State Government to go ahead with their implementation part. The State Government also wants that for all centrally Sponsored Schemes the Central Government should provide either 100% funds or 90:10 patterns. The State Government has also asked for release of full funding at the beginning of the year instead of the current instalment-wise pattern of funding. In view of the geography and climatic conditions, the State doesn’t have a year-long working season and therefore, there is greater need for flexibility.
These are cogent points and the State Government has the experience of many schemes getting delayed owing to these reasons. Therefore we feel that the request of the State Government to make the rules for centrally sponsored schemes to be more flexible is genuine and should be accepted.
