Restore Post-facto Permissions

Sir,
Recently School Education Department of J&K issued an order to stop provision of granting Post Facto Permission to the teachers on acquiring higher education while in service. In this connection I would like to request Principal Secretary School Education Deptt to restore Post Facto Permissions to teachers who have acquired higher education during the service without permission. In fact the Govt had granted one time exemption to the teachers to obtain Post Facto Permission within the given time frame, but the Education Department is so complex and vast that some time the information never reaches at the bottom. The Circular remain stitched in the files for months with nobody taking pain to take the information at tail end. Most of the teachers could do not get the information of final exemption notice, so now they are likely to suffer. The humanitarian side of the matter is that if a teacher acquires higher qualification, he will acquire better knowledge and skill to enhance his academic capabilities and both students and society will be benefitted from academic excellence of the teacher.
In fact the Education Department has never considered ground level reality and hurdles a teacher has to face to get timely Examination Permission. Nobody will take care of your case file if you do not follow and carry it from office to office personally. Instead of decentralisation of powers, the Department has consolidated the Examination Permission powers at Divisional level. In the past some unattended permission cases got missing and untraceable, so due to delay the teachers obtained higher qualifications with all parameters of eligibility. As per past practice the Drawing and Disbursing officers made qualification entries after verification of leave availed during examination and these entries were valid for promotion in the past. Now the Department has streamlined the process but there are hundreds of pending cases of those teachers have who acquired qualification some ten to fifteen years ago.
Now without Past Facto Permission, these qualifications are invalid for benefit of promotion. Keeping the above said facts in view Principal Secretary School Edu, Deptt is requested to take sympathetic view of the case and grant one more exemption to the teachers to obtain Post Facto Permission for the benefit of both teachers and student.
