Centre’s proxy rule completes 4 years

JAMMU, June 19: Former minister and Aam Aadmi Party leader, Harsh Dev Singh said that Legislative Assembly having been suspended on June 19, 2018 in J&K, the proxy rule of BJP led Central Government completed its four years today with no formal announcement of restoring democracy in the erstwhile state now reduced to a Union Territory.
“Having failed to deliver and redeem its promises, the BJP had continued to dilly dally over the issue of elections on one pretext or the other. And having further antagonized its own electorates as well, the BJP was trying hard to buy time and thereby resorting to delay and deny tactics over the issue of conduct of Assembly elections in J&K. Reluctant to face the people in the wake of its multiple betrayals with public cause, it preferred repeated postponement of polls and continuation of its proxy rule in the UT,” Harsh Dev said.
Pointing towards the constitutional provisions and the rulings of the Supreme Court, Singh said that the top court of the country had categorically observed that fresh Assembly elections in all states, wherein the legislatures were prematurely dissolved, needed to be conducted and completed within a period of six months. He divulged that even in its latest judgment pertaining to the State of Maharashtra, the Supreme Court re-iterated that there is statutory obligation to fill Assembly seats within six months so as to ensure that the people are not deprived of due representation.
“You can’t create a constitutional void, a hiatus situation for the constituencies”, the Supreme Court has again observed adding further that it is the people who eventually suffer in the absence of an elected representative to espouse their cause. It therefore is a punishment to the people, Singh said while quoting the judgment of the Apex Court of the country.
Reiterating the need for the early elections to J&K Legislative Assembly in J&K, Singh said that any delay in this regard would not only amount to subversion of democracy but also violate the orders of the Supreme Court. He alleged that LG administration had lost connect with the masses and the unemployed youth and daily wagers/contractuals were on the roads, seeking justice.
