Resolution on return of KPs to Valley remains inconclusive

JAMMU, Feb 7: The `seriousness’ on the part of  Members of the Upper House was today came under shadow after the Chairman had to adjourn the House due to lack of quorum and that too, when discussion was going on in the House on  very  serious issue with regard to a Resolution on the return of Kashmiri  Pandits to Valley with full dignity and honour.
The BJP Member Vikram Randhawa moved a Resolution that the “House  resolves  that return and rehabilitation of Kashmir migrants be ensured in a time bound manner  and due representation should be given to them in the State Assembly.”
About a dozen members including Vikram Randhawa, Firdous Tak, Surinder Choudhary, Surinder Mohan Amberdar, GL Raina, Zaffar Iqbal Manhas  Pardeep Sharma, Ghulam Nabi Monga, Qaiser Jamsheed Lone, Showkat Ganai, Yasir Reshi, Vibodh Gupta, Naresh Gupta, Saifuddin Bhat spoke on the resolution and all of them fully supported the Resolution, while some of them mostly from opposition  expressed their reservations with regard to reservation in the State Assembly.
Some of the members expressed that there should not be any politics and every party rising above petty politics should support the resolution. They also said that every time this resolution is moved in the Upper as well as in the Lower House but till today no progress could be achieved by the respective previous Governments during last 28 years.
Yasir Reshi offered the help to the migrated families from Sumbal to reconstruct their houses with financial help from his CDF, while Firdous Tak said MLCs Surinder  Amberdar and GL Raina should lead the community to set an example to raise houses at their original places in Kashmir valley. Zafar Manhas termed the Kashmiri Pandits as part and parcel of  composite Kashmiri culture who have maintained the same even residing outside the State. He said Kashmir was incomplete without them.
The Minister was replying to the Resolution  but several members during the process after completion of their speech left the House one by one. The Minister said that Government was already serious on this issue and was committed for the safe and dignified return of Kashmiri Pandits but for that conducive atmosphere was needed. He said Kashmiri Pandits were part and parcel of composite culture of Kashmir  and they have to go back to their homes. He also said that several measures have been taken by the government to facilitate them. The minister also requested the member to with draw the resolution.
But the Chairman noticed that there was no quorum as  only eight Members had been left in the House excluding him, then he adjourned the House. The important Resolution remained inconclusive due to non-serious approach of the Members of the `House of Elders’, not only this, the last resolution of  BJP Member Surinder Mohan Ambardar on traffic problem in Jammu and Srinagar cities could not be taken up.
