Reserved categories ignored

Whenever and wherever the constitutional rights in respect of some guarantees,  concessions and benefits under special provisions as laid down in the rules  meant for upliftment and betterment of any section or sections of society, are kept confined in the Books only in the shape of Acts, Rules, SROs, section,   clauses and  articles without implementing the same in word and deed just to  keep the deserving sections of the society out of reach of the benefits as well  as totally deprived of their due share under malafide intentions by the  concerned authorities; the very purpose of the Govt. policy and plan receives  a severe set back and gets totally defeated. The people at large and the  suffering sections of the society in particular altogether lose faith in the powers  that be under a confirmed feeling and belief that all such guarantees, rules  acts and clauses are like an eye-wash to cool and befool the people, and mainly serve the purpose of the political stalwarts, legislators and ministers for making tall claims and announcements from the political platforms on the eve  of elections to gather votes for their political survival and governance.
Yes, it is true and very true in respect of reserved categories of our  state whom the authorities of the State Govt. have totally ignored under  reservation quota in selections and appointments under RET, REZ, RES, SSA,  NRHM, Anganwari and other such programmes from the day of 1st or the  inception of the schemes in which thousands of general category candidates  stand recruited absorbed and also regularized as permanent employees during  last 5-7 years while not a single candidate under reservation from SC, ST and  other reserved categories, which is a broad day robbery of their due share as  laid down in various rules and Acts which entitle them to various selections,  recruitments and appointments in any Govt., Semi Govt. or any other  organization which is maintained, managed controlled and governed by the  Govt. or Central or State Govt. under the funds from Central or State Govt.  exchequer. All the above organizations or fields like RET, REZ, RES, NRHM, SSA etc. are run, controlled, maintained or managed by the State Govt. under Central assistance or State funds, and after regularization the candidates or the employees become part and parcel of the State as permanent employees under State Exchequer.
It is not only strange but quite unfortunate that not a single candidate of any reserved category has till date been appointed under reservation in the above mentioned fields either initially or at the time of regularization of general category candidates which reflects a sad state of affairs and a high degree of injustice and discrimination depicting a callous attitude towards these weaker and downtrodden sections, and therefore needs, to be looked into on priority to deliver justice to the aggrieved. The process of all the  appointments in the above mentioned organizations or programmes made exclusively in favour of the general category classes by side tracking the due  share of the reserved categories such as SCs/STs etc. both at the initial stage or at the time of regularization in gross violation of the laid down reservation rules, goes to reveal liberally that Govt. is seeking ways and means through zig-zags and shortcuts to strangulate the channels of absorption of the reserved categories in Govt. jobs to let them down in their upliftment and improvement to remind them of their age past miserable life, despite tall claims  for their betterment from various platforms. This is really nothing short of a step motherly treatment. Another built up controversy by the monarchs of  Administration to brush aside the genuine claims of the reversed categories to block their route in promotion through even general seniority is by the mis- interpretation of the, “Roster point” at the time of sel ection in Govt. Service.
Similarly back-log quota in respect of these categories requires to be filled up at the earliest, and  in respect of RET, REZ, RES, SSA, NRHM etc the share of reservation as against the total lot of the general category candidates having been appointed during last 5 to 7 years which is in thousands, requires to be filled up by reserved category candidates under a special drive by the Govt.
The C.M. stands already apprised of this problem through various memorandums and delegations at several occasions who has assured to redress the burning grievances on merits and as per the reservation criteria to do away with anomalies if any by directing the relevant authorities to settle the issue in the right earnest. How far his assurance goes to bring about healthy change in the faulty selection process that has marred the careers of reserved category boys and girls so far, only time shall tell, but we are very hopeful of positive results; because the worthy CM means what he says and says what he means and does what he means and says.
I, as the member of the State Advisory Board for Welfare of SCs would’ request the CM who is the chairman of the Board for Welfare of SCs and STs, to redress the above genuine grievances of the reserved categories at the earliest to make them heave a sigh of relief by directing the selection and  appointment authorities as also the bureaucratic channels to streamline and channelise the system to yield dividends to benefit the ignored lot to drive out the sense of frustration, isolation and alienation from their minds.
