SAMBA, Dec 31: Exerting pressure on the State Govt for the restoration of reservation in promotion for reserved categories employees in J&K State, the Jammu Kashmir Reserve Categories Employees Association (JKRCEA), frontal amalgam organisation of employees of Scheduled Castes (SC), Scheduled Tribes (ST) and Other Backward classes (OBC) organised convention here today and criticized Government for its lackadaisical stand on the issue.
Dr Sanjay Bhasin, president of JKRCEA while speaking on the occasion urged the Coalition Govt to bring some appropriate legislation in the ensuing Assembly session or convene the State Cabinet meeting to resolve this urgent matter so that major population of state can be protected.
Alleging that State miserably failed in pleading its case of reservation in promotion, Dr Bhasin further said that now if the Govt will give a raw deal to this issue, the reserve categories will totally lose their faith on Govt. “The Govt data itself indicates that negligible percentage of reservation has been practically given to these categories in appointments and promotions itself thus the reservation in promotion, it is primary responsibility of Govt to protect it at any cost”, Bhasin said.
Dr Zabeer Ahmed, general secretary JKRCEA while speaking on the occasion said that the people of reserved classes were having hopes of reservation benefit but in case the reservation in promotion will not be restored, this would deny these categories of their constitutional right.
Pertinent to mention here that J&K High Court, in its judgment on October 9, 2015, struck down some sections of the Jammu and Kashmir Reservation Act. The court struck down Section 6 of the Jammu and Kashmir Reservation Act, 2004, and Rules 9, 10 and 34 of the Jammu and Kashmir Reservation Rules 2005. The reserved categories challenged this verdict in the Apex Court.
