NEW DELHI:  Union Minister for Human Resource Development Prakash Javadekar today said research submissions will no more be mandatory for promotion of college teachers teaching the under-graduate students.

However, the Minister said ”for university teachers research work was mandatory earlier and will remain with no change.”

Mr Javadekar furthter said that by amending the APIs (Academic Performance Indicators) for the college teachers, for the promotion purposes, student and community activities conducted by the teacher will be taken into consideration.

The Minister pointed out the fact that for the sake of promotion it has become a common practice that fake researches were being presented and such things were unacceptable.

While speaking at the beginning of a two-day national conference on higher education organised by Deen Dayal Upadhyaya College (University of Delhi) and Akhil Bharatiya Rashtriya Shaikshik Mahasangh here, the Minister also said that the Government was trying to  fulfill soon the 9,000 ad hoc posts in the Delhi University and the teachers should be regularised on the basis of merit.

“We should not be hesitant for competition. Even in politics also in every five years we have to appear before the public, elections are held and then the Government is formed. Competition is the way of assured career promotion,” Mr Javadekar said, referring to those who are not in favour of any examination for regular appointments.

“Teachership is must and a teacher or a professor should always be open to a discussion. Communication is the key for a good teacher-student relation,” said the HRD Minister while emphasising on the quality of a teacher.

“Accountability is also necessary which is required in any partnership. One cannot say that we are not accountable. Student feedback mechanism will also begin soon. Quality of education is must,” said the HRD Minister and added that academic excellence and continuous training was essential or a teacher’s upgradation.

Talking on UGC and AICTE reform, the Minister said it is there on the cards and before going for any reforms, consultations will be held with the stakeholders.  He assured that no major change would take place in mid of the year.

The reforms will be made from the next year only. Graded autonomy will be given to the institutions based on performance.

“Teachers, students, professors, vice-chancellors, principals and administration are the stakeholders of an education system. A country is advanced only when its education sector is developed,” said the Minister who also echoed for research and innovation in higher education.
