After being reprimanded by Centre, Govt frames panel

JAMMU, Jan 22: After being reprimanded by the Union Government, General Administration Department today constituted a State Level Empowered Committee for implementation of Sansad Adarsh Gram Yojana.
Chief Secretary is the Chairman of the Committee while as Administrative Secretaries of Planning, PDD, PHE, PWD, Health and Medical Education, Forest, Social Welfare, Information Technology, Agriculture Production and Youth Services and Sports Departments are its members.  Administrative Secretary of Department of Rural Development and Panchayati Raj is the Member Convener of the Committee.
A W Tak and D P Khajuria are the Civil Society Members of the Committee.
The panel will supplement the Scheme guidelines and issue state specific instructions which take into account different state schemes. These must lay out the roles and responsibilities of functionaries at Gram Panchayat, Block, District and State Level.
The Committee will review the village development plans across the constituencies and suggest changes, if required, to ensure that the key outputs are achieved within the stipulated timelines. It will also identify the bottlenecks and technical and administrative support required and issue necessary instructions from time to time.
The panel will coordinate with the committees at the national level and develop a time table for the exposure visits to the model village(s) and design a State Level Plan for dissemination on the best practices and design a grievance redressal mechanism for the scheme, which will put in place at the level of the charge officers and the district, in accordance with the scheme guidelines.
It is pertinent to mention here that EXCELSIOR on January 9 had exclusively highlighted inordinate delay in constitution of the State Level Empowered Committee and serious note of the same taken by the Union Government.
