Details furnished to GAD for further action

SRINAGAR, Oct 4: With the Government earlier asking the Director RDD, Kashmir as well as Jammu to furnish the details of 172 Community Information Centre (CIC) Operators for their cases to be put before the competent authority for regularization, the process for the same has been kick-started by both the offices while as the overall process appears to be gaining pace.
As per officials privy to the developments, in response to the General Administration Department (GAD) advice on June 3 this year, the Department of Rural Development has submitted the requisite information to the GAD for further course of action in this regard.
“The information sought regarding the CIC operators for the regularization process to begin, after the approval from Principal Secretary RDD, has been submitted to the GAD just a few days before as per the format sought,” the officials informed.
The officials said that the matter will now be put before the establishment-cum-selection committee for further course of action in the matter which has been lying pending for a long now.
Earlier, regarding the matter, a letter was sent from the Department of Rural Development & Panchayati Raj to both the Directors in Kashmir and Jammu, seeking submission of the details after the directions from the GAD.
It is to be noted here that on the proposal of the RDD seeking regularization of the CIC operators, the GAD had sought the advice of the Law Department.
The advice was sought after it came to the fore that the J&K Civil Services (Special Provisions) Act, 2010 stands repealed in terms of Jammu and Kashmir Reorganization (Adaptation of State Laws)
The Law Department had said that that for considering any accrued right under repealed legislation “shall be decided by the competent authority for which matter shall be placed before the Establishment-cum-Selection Committee.”
Also, the matter with regard to the salary enhancement of the CIC operators, issue was lying pending since 2018; however, there appears to be some headway made on that front too.
Officials, in this regard, said that the salary enhancement file is currently under process while the same has been completed on the lower levels.
“The salary enhancement proposal now needs the approval of the Principal Secretary RDD which shall also be done within few days and the same will be then submitted to the Finance Department for further action,” those privy to the developments said.
Concerning the salary enhancement, a representation by the CIC operators was submitted in the year 2018 to Commissioner Secretary, Rural Development Department who then sought comments from the Director Rural Development Jammu / Kashmir.
After that, the Director Rural Development Kashmir and Director Rural Development Jammu submitted their recommendation for the enhancement of salary of CIC Operators, but the matter was lying pending since then.
