Reforms in Works Deptt

Sir,
Kudos to Omar Abdullah led Govt for initiating and implementing financial reforms in Works Deptt. By abolition of self cheque and contractor’s cheque payment, Omar Govt has removed the practice of engineers by creating enormous financial liabilities by executing works which were never reflected in any plan of the deptt. Executive Engineers were in habit of creating heap of liabilities just to please political bosses and filling their coffers.
This reform will also help in removal of stigma on Govt regarding burning problem of daily wagers engaged on need base. Hundreds of political workers were engaged without any plan sanction, authority letter for engagement of need based workers. A simple chit of any political man is sufficient to engage need based worker for domestic purposes of engineer, politicians and bureaucrats serving as well as retired officials. A major chunk of Distt. plan works was diverted to this need base daily wager scam by executive engineers which can be ascertained by a vigilance probe.
Omar Govt. should intensify further reforms in Works Deptt. at the earliest.
