Reform J&K health sector

Rashim Deepika
While driving to my office,  F.M was making an announcement of best hospitals in Jammu.
I could not understand what were the basis on which the lists was made whether it building or staff.
Health care facility reminded me of my ailing mother when she was admitted to Bakshi Nagar Hospital. As usual in emergency section, I witnessed P.G doctors giving patients first- aid treatment. When I admitted my mother, she was laid down on stretcher, and the marathon of running after doctors started to beg for treatment and my fingers were busy in making number of calls to my known resources, so that she can at least get basic treatment, which protocol demands for critical patients. It is back of every person’s mind that without resources, there will be no proper treatment and I don’t want to take chance and started making endless calls whosoever I found can be of some help. I felt so helpless and I started curing myself, look how irrespective of being single parent she faced all odds and sacrificed her life to give best education and care to her four children and made us financially independent. With infinite thoughts in mind, I was rushing after P.G doctors  on duty and unfortunately couldn’t find  any senior doctor.
Next day, doctors diagnosed her CKD patient, meaning thereby that she has suffered renal failure and she was put on Dialysis. Her pain in the process of dialysis was visible to all of us and it wouldn’t be wrong to say that our family felt totally shattered. Since dialysis unit has been shifted to Super Speciality and one more marathon of taking her to dialysis to Super Speciality started and then back to GMC. The authorities at the helm of affairs seem to have given no thought whether person on dialysis can be moved back and forth from Bakshi Nagar to Super Speciality.
Since we were ran out of options, the Dialysis had to be done. Once you enter Super Speciality, attendants must be thinking ‘Oh’ it’s hundred times better than Bakshi Nagar Hospital, at least the hygiene level is good. After 1st dialysis, HOD of Nephrology along with his team showed their concern; and said that such critical  patient cannot be kept there because of following  reasons
* The patient is actually from Bakshi Nagar unit.
* In Super Speciality, after 2.00 pm there will be no senior doctor. It’s not safe to keep such critical patient here.
After persistent efforts and use of some contacts, we managed to get her admitted into ICU unit of Super specialty.
I wonder does good medical facility means only hospital building or it should have been panel of senior doctors of different faculties operating in unison to deal with critical patients.
The irony is that in the hospitals they always insist on to keep only one attendant with the patient and let them cross their hearts and say that only one attendant is sufficient; keeping in view the deteriorating medical facilities and the insensitive approach of nursing staff barring few exceptions. The GMC and super speciality is mostly dependent on PG doctors.
As my mother’s insulin was not stable, ICU doctor’s told me that they have written a call for endocrinologist. Standard procedure is, when there is call for endocrinologist, definitely an endocrinologist from GMC will come. After lapse of few hours, no one turned up and I decided that let me go and search for endocrinologist from G.M.C and went from room to room in search of endocrinologist. In the process I reached to the office of Deputy Medical Superintendent to enquire about endocrinologist. I requested Superintendent Medical College and he did send one doctor. But the big question is?    Is this a medical care, where an attendant has to rush in search of doctor/s? Why there is insensitivity and no coordination among various faculties for patient’s care.
Senior doctors, barring few exceptions leaves even critical patients on the mercy of PG doctors. Unfortunately, I lost my mother to the insensitive approach of the senior doctors or she was destined to die, which I do regret and wish why I didn’t take a call to shift her outside the state in spite of all the opinions that went against  her travel.
There is also a big question on the rating system to evaluate medical facility in J&K. By making announcements of opening new hospitals does not suffice. You can’t leave critical patients on the mercy of P.G students.  Medical sector needs a lot of reforms not only in infrastructure but reforms are also required to sanitise the nursing staff and to develop a standard protocol which involves the availability of battery of doctors, comprising  of various faculties in various shifts.
