Srinagar, Feb 8: Dozens of candidates have been selected on fake certificates at District Health Society, Shopian for the posts of MMPHW, FMPHW and Lab Assistant under Centrally Sponsored Scheme of National Rural Health Mission (NRHM) last year.
In reply to an RTI moved by a local resident, the official documents of Government Degree College, Shopian revealed that 5 candidates who were selected under NRHM were regular students of the college at the time when they have been doing diploma in an outside State college.
One of the candidates, Aijaz Ahmad Malik son of Abdul Gani Malik resident of Sharatpora, Shopian, University registration number 4308-SC-2006, enrolled from 2006, 2007 and 2008, under roll numbers 26900, 33220 and 23638 respectively. He has been selected for the post of MMPHW at serial number one. He has produced 18th months diploma course awarded by Institute of Public Health and Hygiene, New Delhi during 2006-2008.
Sajad Ahmad Bhat son of Ghulam Nabi of DK Pora, Shopian selected for the post of MMPHW at serial no 2 in the selection list has produced 18 months certificate from the University of Technology and Sciences Raipur, Chhattisgarh. The said candidate at the same time was working as driver in public health centre DK Pora as daily wager.
Gowher Hussain Bhat son of Mohammad Ayub Bhat selected at serial no 3 in the list has produced a certificate of 18 months diploma course dated 2005 to 2007, whereas during this period he was a regular student of Government Higher Secondary School Shopian under registration number 02PM7007023 and qualified 10+2 under exam roll number 747250 and after that he got admission in Degree College Shopian under registration number 4773-SC-2006.
Another candidate, Shabir Ahmad Dar son of Abdul Hameed Dar of Badimargh also has produced 18 months certificate dated 2007 to 2009 where as he was also a regular student in Government Degree College Shopian under registration no 4769-SC-2006 and qualified first year in 2006 under exam roll number 27329 and second year in 2007 under exam roll number 33213.
Ovais Ahmad Malik son of Mohammad Yaqoob Malik, resident of Kanipora Shopian has produced diploma certificate dated 2005-07, but records of GDC, Shopian showed that Ovais was a regular student under registration number 4115-SC-2005 and qualified 1st year in 2006 under exam roll number 26714, 2nd year in 2007 under roll number 32857 and 3rd year in 2008 under roll number 23306.
Mohammad Altaf Shaik son of Ghulam Mohammad Shaik, resident of D K Pora has been selected as Lab Assistant has produced a diploma certificate in lab technology from a Rajasthan University, which is not recognized in Jammu and Kashmir Medical Faculty and at the same time it was also found that the University is not offering such course.
The other candidates who have produced fake and invalid documents are Nazir Ahmad Bhat son of Ghulam Rasool Bhat resident of D K Pora; Sajad Ahmad Bhat resident of Herman; Khalida Jan daughter of Bashir Ahmad Teli resident of Drubgam has produced a diploma certificate in FMPHW form MCHI, Karnal, not recognized with JK Medical faculty.
One candidate namely Shaik Rayees Ahmad son of Shaik Bashir Ahmad resident of Gadapora has been selected as Lab Assistant has produced two year diploma course awarded by IPH and H New Delhi during the period 2001-2003, but the school records show that he was not that time 12th pass, which was a required qualification for the admission for diploma at that time.
Murtaza Ahmad Rather son of Mohammad Yousuf Rather resident of Balapora selected for the post of MMPHW at serial number four has produced a certificate awarded by IPH and H, Delhi during 2010-11, but the school records showed that he was not that time 12th pass, which was a required qualification for the admission for diploma at that time.
Aijaz Ahmad Geelani son of Ghulam Nabi Geelani resident of Pandoshan has produced diploma certificate awarded by IPH and H, New Delhi during 2002-03, whereas he was the regular student of Gandhi College, Srinagar under registration number 13199-GC-2002 and qualified the B A in 2005 under examination roll number 8634.
Murtaza Ahmad Malik son of Manzoor Ahmad Malik resident of Vehil has produced certificate awarded by IPH and H, New Delhi during 2005-07, but the school records show that he was not that time 12th pass, which was a required qualification for the admission for diploma at that time.
Zahoor Ahmad Bhat son of Rashid Bhat resident of Kanipora, was kept on serial number five in the waiting list has produced certificate awarded by IPH and H, New Delhi during 2005-06, while as his college records show he was a regular student during the period.
Sajad Ahmad Bhat son of Ghulam Mohammad Bhat resident of Sindoo-Shermal appeared in waiting list at serial number four has produced certificate awarded by IPH and H, New Delhi during 2010-12, but the school records show that he was not that time 12th pass, which was a required qualification for the admission for diploma at that time.
According to the document details received in this regard, the candidates selected under this program have produced 18 months diploma certificates under MMPHW which have contradictions in time period, seal, Roll Numbers and durations of the courses. The certificates of the selected candidates also clash with their regular attendance received from degree college Shopian and from other educational institutions, which reveals that the candidates have got dubious degrees to get these jobs after paying huge amounts to the concerned officials before selection.
Likewise the candidates who were kept in waiting list namely Rafiq Ahmad Najar son of late Mohammad Amin of Malik Mohalla Shopian at serial no one has produced 10th pass certificate where-as eligibility for the post is 10+2 and is an over aged candidate.
Director NRHM, Yashpal Sharma, said that it is the responsibility of the Deputy Commissioner and Chief Medical Officer to verify the validity of the documents before making recruitments. He said that he will look into the matter.
The Chief Medical Officer (CMO) Shopian, Dr Fayaz Ahmad, told Excelsior that they accepted the documents of these candidates at their face value at the time of their recruitment. “We are now verifying their documents”, he added.
