JAMMU, Aug 25: J&K Rural Development Employees Federation (RDEF) has demanded the Government to revisit their decision of abolishing the posts of Panchayat Inspector, Senior Assistant, Head Clerk and others and asserted for creating more posts for the smooth functioning of Panchayati Raj (PR) institutions.
Addressing a press conference, Anirudh Singh, convener, All J&K RDD and PR Employees Federation and State general secretary, All J&K Village Level Workers’ Association, said, instead of abolishing the posts of Panchayat Inspector and others the Government should create more posts and avail the services of hundreds of graduate and post graduate employees serving in the department as VLW or MPW.
He said we opposed the Government Order No 222 dated July 23, 2014, in which the Government has created post of BDO, SO (Planning), AAO (Finance), AE (R&B) and 2 posts of Junior Assistant/Computer Operator and abolished posts of Panchayat Inspectors, Senior Assistant, Head Clerk, Work Supervisor and JE.
Citing a news report in a local daily that RDD is mulling to make Panchayat Inspectors as BDOs but Chief Secretary has opposed the proposal submitted by both the directors in this regard saying that matriculates cannot become BDOs, Anirudh said there are many under graduate officers who were inducted into KAS and even some into IAS. If these undergraduate officers can be inducted into KAS/ IAS, then why an undergraduate cannot be a BDO, he questioned.
He further said that there are only 20% graduates and 5% PG Diploma among total 153 Panchayat Inspectors. Among 153 inspectors, only 114 posts are of Inspector Grade II and 39 of Inspector Grade I (among 39 Inspectors of Grade I, about 10 are graduate and above), which cannot fulfill the requirement of 160 BDOs required under Departmental Quota (which is 50% of total strength).
On apprehensions that Government may avail the services of graduates of other Departments like Finance, and Planning and promote them as BDOs, he said the Association will not tolerate this kind of injustice with the RDD and PR employees and will not hesitate to come on roads.
He further revealed that the Federation would hold a one-day protest in the Directorate of Jammu as well as Kashmir on August 29 to press for their demands.
