RBA villages in J&K

Sir,
This refers to Periodic Revision of RBA Category by Dr Raja Muzaffar (DE June 25th). Periodic Revision is a clear cut provision in the law that deals with RBA category but all the elected Governments in past never had a courage to undertake this review. The ultimate sufferers are those economically and educationally deprived people who inspite of having RBA category could not compete with people who belong to same category but their villages are like towns and small cities as on date.
The author has explained about such villages in Baramulla ,Budgam , Anantnag and other areas. There are many such villages in Jammu, Udhampur , Kathua districts as well which were categorized as RBA in 1970 , 1980 or onwards but they still take benefit of RBA reservation as Section 11 of Jammu and Kashmir State Commission for Backward Classes Act, 1997 was never implemented ( for periodic review). This is the right time to make such review and i believe 60 to 70 % villages that are RBA as on date will be brought under open category.
