Srinagar, Sept 22: Government today sacked six employees from their services for their links with the militants, taking the tally of sacked employees to 17 so far.

The termination order of the Government states that the activities of these employees are such as to warrant their dismissal for their services.
The order stated that the Lt Governor was satisfied under sub-clause (c) of the proviso to clause (2) of Article 311 of the Constitution of India that in the interest of the security of the State, it is not expedient to hold enquiry in their cases and accordingly, LG dismissed these employees from their service with immediate effect.
The employees who have been sacked include Abdul Hamid Wani of Anantnag, was working as Teacher in the Education department, Jaffer Hussain Butt of Kishtwar, was working as Constable in Jammu and Kashmir Police, Mohammad Rafi Butt of Kishtwar, was working as Junior Assistant in Road and Buildings department, Liyaqat Ali Kakroo of Baramulla, was working as Teacher in the Education Department, Tariq Mehmood Kohli of Poonch, was working as Range Officer in the Forest Department and Showkat Ahmad Khan of Budgam, was working as Constable in Jammu and Kashmir.
As per the police dossier, Abdul Hamid Wani alias Rouf-ul-Islam hailing form Dupatyar Bijbehara, Anantnag was a former militant of Allah Tigers. “He had a prolonged history of having carried practically and actively the ideology of secessionism and separatism in his area”.
The dossier said that as Government Teacher, he became district commander Allah Tigers. “During his active role as militant commander, he was closely associated with another former militant turned businessman and member of Jamat-e-Islami (JeI) Abdul Aziz Bhat of Arder Anantnag. Wani and his associates extorted a lot of money on gun point from local public for themselves and also to carryout terrorist activities in the area”, read the dossier.
“Abdul Hamid Wani, who had association with Jamat-e-Islami manipulated his appointment order in his favour in 1988-89 as teacher”, the dossier said.
“Disregarding his service mandate, Wani propagated his ideology of separatism and secessionism openly while participating in Friday sermons in local mosques, at the time of funerals of killed militants and during condolences gatherings of civilians in the area projecting it as oppression by Indian security forces”, dossier read.
Jaffer Hussain Butt, Constable, a resident of Hunjalla, Kishtwar was a part of conspiracy of weapon loot as he had willingly and knowingly provided logistics support to Hizbul Mujahideen.
On 8 March 2019, militants of Hizb ul Mujahideen snatched the service rifle AK-47 along with three magazines and 90 live cartridges from Head Constable Daleep Singh from his rented accommodation. The HC was performing the duties as In-Charge Escort with District Magistrate Kishtwar.
As per the Police dossier of Jaffer Hussain Butt, he was a part of conspiracy of weapon looting as he had willingly and knowingly provided logistics support to Hizbul militant Osama Bin Javed alias Osama, Haroon Abbas Wani alias Haroon and Zahid Hussain.
“He provided them his car and facilitated their safe movement to target Head Constable Daleep Singh and snatch his service rifle AK-47 from his rented room at Asrarabad Kishtwar.
Police dossier said that Butt with criminal intention and motive cleverly cooked up a false story and revealed it to his colleagues and senior police officers.
Mohd Rafi Butt, Junior Assistant PWD (R&B) Kishtwar resident of Pochhal, Kishtwar had nexus with militants which surfaced after one of his associates Tariq Hussain Giri was arrested by NIA investigating the case of the killing of a prominent RSS leader Chanderkant and his PSO Rajinder Kumar in the premises of District Hospital Kisthwar on 9th April 2019.
“The investigations revealed that not only did Butt provide food and shelter to Hizbul militants but also harboured and transported them from time to time to conceal their designs thereby providing them a safe environment to execute their plans in Kishtwar. Investigation conducted by NIA revealed that the attack on the RSS leader and his PSO was carried out by Osama Bin Javed alias Osama, Haroon Abbas Wani alias Haroon and Zahid Hussain after proper reconnaissance prior to the attack”.
It was also revealed during investigation that this incident was one among the four terror related incidents committed between November-2018 and September-2019 by Hizb.
Liyaqat Ali Kakroo of Nambla Uri in Baramulla district was arrested by BSF on 17th December 2001, from Chan Mohalla Chattabal in Srinagar along with two hand grenades and 20 explosive sticks and during investigation it was found that he was local trained Hizb militant.
Police records revealed that after he was granted bail, the army in 2002 apprehended him from Boniyar Uri with a large cache of arms, ammunition and explosive including Chinese Pistol, explosive and hand grenades.
He was again arrested this year in April along with his associate in a joint operation carried out by Police and CRPF at Domail Baramulla. One Chinese grenade each was recovered from him and his associate
Liyaqat Ali Kakroo remained a local trained militant of HM even in service. While a large portion of his illegal activities including his discreet participation in terror activities though clandestinely could not be formally documented in the records of Police, it was only after his arrest in December 2001 that his real face as a locally trained militant of HM was exposed.
“It is an open secret that Kakroo after being arrested and detained under J&K Public Safety Act (PSA), as a local trained (HM) militant in the year 2001-02, stealthily transformed himself into a hardcore Over Ground Worker (OGW) of HM and brazenly used his position as a Government teacher to give a degree of legitimacy to his extremist and secessionist agenda against the Indian State in and around Baramulla and Srinagar area. He emerged as an important and confidential OGW of HM and was given the assignment to safely transport arms, ammunition and explosives from one place to other for carrying terror activities,” sources said.
Showkat Ahmad Khan, Selection Grade Constable of resident of Arth, Narbal, District Budgam, as per police records is hardcore sympathiser and Over Ground Worker (OGW) of Lashkar who brazenly used his position as police personnel.
Dossier said that Khan, in utter disregard of his mandate to work for the Police Department which is at the forefront of fighting militancy, clandestinely got involved in activities detrimental to the security of the state.
Tariq Mehmood Kohli of Poonch, who was working as Range officer in the Forest Department, was thickly into smuggling of illegal arms, ammunition, explosives including hard drugs and currency from Pakistan as a part of militant syndicate. “The Pakistani intelligence had provided communication facility to Kohli by way of Pakistani SIM cards which he used in the areas adjacent to LoC for planning and executing the trans-border smuggling. It will not be wrong to say that he during the first decade of this century was one of the top subversive agents of the adversary who sustained and promoted terrorism in Poonch. As per reports he has been asked by the adversary to hunker down and become a sleeper cell to strike back as and when the situation becomes favourable for the terrorists and secessionists,” sources said.
Kohli despite being a Government employee chose to build and expand a terror network of Lashkar-e-Toiba (LeT) in Poonch area with the ultimate objective of waging war against the Union of India and breaking Jammu and Kashmir territorially and constitutionally from it. He remained an instrumental point-man and OGW of LeT over the years by harbouring militants.
Kohli was once a close associate of LeT commander Abu Hanzla with whom he had planned and executed a number of subversive activities in district Poonch.
Not only did Kohli resorted to clandestine methods in assisting the enemy engaged in hostility with Indian state but also pumped in fake currency. His concealment of the criminal acts facilitated the enemy in carrying out activities prejudicial to the national security, sources said.
In July this year, the government dismissed 11 of its employees, including sons of Hizbul Mujahideen chief Syed Salahuddin and two from the police department, for allegedly working as Over Ground Workers for militant organizations.
