JAMMU, May 16: There had been no let up in the woes of Superintendents of Jammu jails. Within days after the suspension of Rajni Sehgal as Superintendent of Kot Bhalwal jail after the killing of Pakistani prisoner Sanaullah Ranjay, police today registered a case against her under various Sections of law for making a District Jail Ambphalla prisoner to sit in the exam of Indira Gandhi National Open University (IGNOU) in place of her.
The Then District Jail Ambphalla Superintendent Vinod Kumar, who retired few days back as Superintendent of District Jail Udhampur has also been booked at Pacca Danga police station for entering into a conspiracy to facilitate Rajni Sehgal pass the exam by making an under-trial sit in her place in the examination centre in Ambphalla jail.
The IGNOU exam was conducted on June 25, 2012.
Rajni Sehgal and Vinod Kumar have been charged with committing forgery, fraud, impersonation and unfair means. They have been booked at Pacca Danga police station in FIR No. 88/2013 under Sections 120-B, 115, 419, 420, 468 and 471 RPC and 511 and 2/5 Prevention of Unfair Means Examination Act, 1987.
Police said the duo could be arrested during the course of investigations.
Giving details of the case, police sources said Rajni Sehgal, Superintendent Kot Bhalwal jail, presently under suspension, in collusion with then Superintendent of District Jail Ambphalla, Vinod Kumar, who retired as District Jail Superintendent Udhampur on March 31, made an under-trial Paramjit Singh Slathia son of Rattan Singh Slathia, a resident of Gurha Slathia, sit in the exam of IGNOU in her place in the examination centre of Ambphalla jail on 25/6/2012.
Slathia was an under-trial in District Jail Ambphalla facing murder charges under Section 302 RPC in FIR No. 70/2009 and was well educated.
The IGNOU had set up a special study centre for inmates of the jail at District Jail Ambphalla, whose guardian and coordinator was then Jail Superintendent Vinod Kumar.
Rajni Sehgal had subsequently passed the examination, police sources said.
They added that an under-trial in District Jail Ambphalla Ravinder Singh son of Hajara Singh, a resident of Vijaypur approached the court of the CJM Jammu seeking registration of the FIR against the two Superintendents claiming that he was witness to Paramjit Singh appearing in the examination for Rajni Sehgal.
Ravinder Singh has said in his complaint that he was visiting Gurudwara inside the jail when he saw Slathia outside the examination centre and inquired from him whether he was appearing in the exam. He said Slathia told him that he was impersonating for Rajni Sehgal.
Police said they would seize the examination record of IGNOU and get hand writing samples of Rajni Sehgal and Paramjit Singh Slathia during the course of investigations in the case.
They added that the FIR was lodged on the directions of the CJM Jammu.
Director General Prisons K Rajendera said he has heard about registration of the FIR but would like investigations in the case to be completed.
“Let them (the police) first investigate the case. We will like outcome of the investigations before initiating any further action,” Mr Rajendera said.
While Rajni Sehgal was already under suspension in connection with the killing of Pakistani prisoner Sanaullah Ranjay in Kot Bhalwal jail, Vinod Kumar has since retired.
SHO Pacca Danga Vijay Singh Choudhary is conducting investigations in the case.
