JAMMU, Jan 2: The State Vigilance Organization has booked the then Executive Engineer PWD, R&B Division number 1 in Jammu and others for sub-standard construction of RCC culvert over Aik Nallah on Karail to Rehal Road in Bishnah, which was washed away in floods.
A case FIR number 1/2015 P/S VOJ under Section 5 (1) (d) read with 5(2) PC Act 2006 BK and 120-B RPC has been registered against the Executive Engineer and others.
As per the complaint, the structure was raised at the cost of Rs 1.5 crore in the year 2005 and within two years of its construction, the culvert got washed away.
The verification has revealed that technical sanction for the work was not accorded by the competent authority. The soil bearing capacity and other basic parameters like foundation pressure parameters, floor protection etc were not taken into account and on the basis of cross section of Nallah, the consultant was asked to design vented causeway by assuming hydraulic data.
Further the conceptual plan of the structure constructed has not been found satisfactorily implemented on the ground by field Engineers while the payments of Rs 88, 82, 141 have been found drawn instead of allotted amount of Rs 65 lakh only.
These factors contributed in the washing away of causeway resulting in loss to State exchequer by the then Executive Engineer PWD, R&B Division number 1, Jammu, and others who were found involved during the course of investigation.
