Purpose of local bodies, Panchayats stands defeated: Hamid

JAMMU, Feb 10: People’s Democratic Party (PDP) leader and coordinator for Jammu-Poonch Parliamentary constituency, Abdul Hamid Choudhary today said since coalition Government has reached its fag end and lost credibility, it was now trying to woo voters by announcing last minute decisions like empowerment of Panchayats which are going to make no big difference at this stage.
The dilly dallying tactics of present regime in decentralization of powers, however, defeated the real purpose of creating such institutions, which for majority of time remained without any powers and could not contribute in socio-development of towns, cities or village, he added.
“The 74th Amendment of Constitution of India has not been extended to the State, Municipal Corporations don’t exist, local bodies besides Block Development Councils (BDCs) and District Development Councils (DDCs) are yet to the constituted, which indicates that Government was going quite slow on decentralization of powers in Jammu and Kashmir State and don’t actually wants to part with authority”, the PDP leader maintained.
He urged people to elect PDP to power for strengthening the legal, fiscal, economic and service delivery functions of municipalities and ensure greater citizen participation in the governance of local bodies.
