PUC seeks report on Ganpat bridge

SRINAGAR, Aug 1: A meeting of the Committee on Public Undertakings (PUC) of Legislative Assembly was held here today under the chairmanship of MLA Satpaul Sharma to review the working of Jammu and Kashmir Projects Construction Corporation (JKPCC).
Legislators, Raja Manzoor Ahmed, Abdul Majid Larmi, Engineer Abdul Rashid, Mohammad Khalil Bandh, Rajeev Sharma and Abid Hussain Ansari attended the meeting.
The Committee discussed the CAG’s audit paras report of 2011-12 pertaining to the JKPCC regarding short remittance of cess, adhocism in allotment of works, store managements, under-utilization machinery, man power management, engagements and undue favour of contractors.
The Committee took a serious note of non-submission of the report of the Committee headed by the Chief Secretary on Ganpat bridge, Doda (violation of rules) resulting in cost escalation of the bridge.
The Committee directed the Chief Secretary to submit the report of the Committee within a period of two months, failure to do the same would result in the Committee taking up the matter into the House. It was also pointed out that undue delay of the expenditure by the agency is resulting in cost escalation of the projects of the Corporation.
The Committee urged upon the authorities of the Corporation to follow up the recommendations and observations made by the Committee and ensure proper action is taken in order to revive the Corporation which is running under loss.
The members of the Committee directed the concerned authorities to take all necessary steps to improve the functioning and work culture of the Corporation so that the work being executed by the Corporation could be completed without cost and time escalation.
Commissioner Secretary, PW (R&B) Department, Sanjeev Verma and Managing Director, JKPCC Daleep Thusoo briefed the Committee about the action taken on CAG’s Audit paras and working of the Corporation. Accountant General, CAG, H Abbas also briefed the Committee about the observations pointed out by the Comptroller and Audit General in its report.
Among others, Development Commissioner (W), Bimal Tickoo, Director Finance, PWD, G M Khan, Deputy Secretary, Legislative Assembly, G M Bhat besides senior officers of JKPCC and Assembly Secretariat were also present in the meeting.
