For quite some time the government had come under criticism that it showed less or no concern for filling up the vacancies through the agency called J&K State Public Service Commission (JKSPSC). The reason was that the Public Service Commission had almost become dysfunctional after the retirement of the Chairman and other members. Hundreds of vacancies, which had to be filled through the Commission, remained unfilled. Its impact on the administration was very unhealthy. A number of times, we raised the issue in these columns. Finally, the Government focused attention on it, and the Chairman and other members of the Commission have now been appointed. With this the PSC has once again become functional and it is gaining momentum. The Chairman of the Commission, Latief-u-Zaman Deva gave full details of what the achievements of the PSC are since the month of July last when it began functioning regularly. More than 300 recruitments have been made in various departments. It is now processing 1652 posts of Assistant Professors in various disciplines. Interviews for these posts will begin on January 7. Apart from filling hundreds of posts in various disciplines for which the process is underway, there are other steps also taken to make the selection efficient. On Line Application process has been introduced. CCTVs have been fixed in examination centers to detect any irregularity. One-Time Registration (OTR), publication of official key before the declaration of result, uploading the information on the website, opening of examination centers in far flung areas, video recording the interviews and installation of CCTV cameras are among additional measures taken by the PSC.
These are welcome steps and we had been strongly pleading for such progressive initiatives for a long time for the PSC. Fair and expeditious filling of vacancies is the hall mark of efficiency of the Public Service Commission. The efficiency and competence of the administration largely depends on the quality of various cadres and PSC is the source that sends in the cream of society. We expect the Public Service Commission to serve the society by making fair and just selection of officers.
