JAMMU, Jan 13: A delegation of private schools led by Prof. J.L.Kotwal Chairman PSA & its President Kamal Gupta called on the Secretary cum Commissioner, Education Department and apprised him about the numerous problems being faced by the private schools in the entire State.
Prof J L Kotwal said to the Secretary cum Commissioner that the recent Education policy of state Govt. has created hurdles and bottlenecks in the smooth functioning of all private schools. He added that the Association has been pursuing its problems through negotiations as well as through court for simple & single window clearance system for Affiliation / Recognition but more complicated and time consuming system is enforced while granting Recognition on the basis of affiliation for a stipulated period by the Education Deptt.
Kamal Gupta President PSA said to the commissioner that In certain cases to increase the revenue of JKBOSE, Board Authorities have imposed a penalty of Rs. 10000/- to Rs. 20000/- to the private schools while granting Affiliation / Recognition for a period of 1year to 3years.In addition to it Board charges huge inspection fee & late fee up to Rs. 10,000 /- which is unjust for those who are running the private schools in rural & far flung areas by charging meager amount from students. He demanded that the representatives of stake holders should be involved while taking any decision as this type of act can compel an unemployed educated youth to shut down his/ her school.
M.M. Joshi General Secretary PSA demanded a concrete decision of the report submitted to Tushar K Sharma, then Director School Education, Chairman of examining committee, on February 15.2014 by the committee nominated by the Govt. to look into the grievances of the Private schools.
Ajay Gupta State coordinator demanded from the Secretary to clear the nature of work of Private schools whether profitable or non- profitable. He said that all Private Schools are kept under shops and establishment act on one hand all types of commercial laws are enforced on the Private Schools on the other hand Private Schools are neither given land at cheaper rates or loans at low interest rate from any agency. It has created confusion whether the private schools are profitable or non- profitable. The nature of work is not clear to the stake holders till date this is creating a big gap between the parents and the schools owner, he explained.
The Secretary cum Commissioner, listened to the members patiently more than one hour & assured all the members for the redress of their genuine problems in couple of days.
