Promotions not on merit in Agri Deptt

While deciding on promoting the deserving officials to the next higher grade and upper tier of career, certain fixed norms are required to be scrupulously observed and followed. In Agricultural Department, over 100 officers have been promoted on divisional level by allegedly flouting norms and procedures and giving enough room to and reason of opposing the decision of the concerned authorities.
Should pick and choose policy as dictated by the whims of the Directors of Agriculture Department of both the parts of the Union Territory lead to choosing the favourite ones only for promotions like assigning additional “duties” of drawing and disbursing, be endorsed under any circumstances? 116 of such non meritorious officers from Kashmir and 17 from Jammu having been thus promoted out of way, has made a mockery of merit and set procedures besides a “conspiracy to mar” the chances of promotions as feared by the deserving but ignored ones. Both the Directors need to clarify the circumstances in which the decision was taken and whether endorsed or authorised by the higher authorities in the UT administration. The mist needs to be removed on the issue before it hampers the performance, functioning and the congenial working conditions in the department which otherwise needs to do a lot to improve its working.
