JAMMU, Jan 17: The officers in feeding service of KAS cadre have demanded Government to implement strictly the Government Order No 107 issued by General Administrative Department (GAD) on January 16, 2002 in pursuant to court directions to ensure that the rights of the officers (promotees) eligible for induction into KAS.
The order states that “no quota be diverted from one service to another service and whatever has been diverted the same should be restored to such services”.
It is worthwhile to mention here that there are 18 services strength like Secretariat, Information, Revenue, Industries, Rural Development, Food Supplies, Cooperatives, Tourism, Social Welfare, Handloom etc where from eligible officers, as per their strength and slots are inducted into KAS.
The officers appealed the administration especially the Chief Secretary that induction process should be made transparent and open so that the officers of all the services know the exact number of slots available in each service, besides the criteria being adopted for calculating number of slots for induction.
They alleged that in the past (in the year 2007) some officers who were Under Secretary then reached upto the level of Special Secretary by using unfair treatment, adding it happened because all this process is undertaken clandestinely.
The officers demanded constitution of a committee with representatives of the officers of all the services both direct recruit and promotees to ensure that every service will get due share of slots. They also demanded that those who have grabbed the slots of the other services and recruited upto the level of Special Secretary should be kept away from this process.
It was resolved that the matter should be investigated how an Under Secretary of 2007 recruited up to the level of Special Secretary within a short period of time. It was also decided that a team of officers will meet with Advisors and Chief Secretary for this purpose shortly and if required, to the Governor.
