Government e-Marketplace (GeM) portal was set up by Government of Jammu and Kashmir in order to lend credence to transparency and weed out irregular and corrupt practices in procurement of goods and services and all departments, autonomous bodies, organisations and Government agencies had to be registered with the said portal. Purchasing at will and randomly from local markets and through market biddings by most of the departments needed to be discouraged and financial propriety enforced.
In this context , the Government of Jammu and Kashmir has once again directed all the departments to adhere to the already issued guidelines while procuring goods etc only through GeM. What is important about the fresh guidelines is the part of monitoring in the form of sending information by each and every concerned department latest by 7th of each month to higher authorities. We appreciate the move to have the progress or otherwise in respect of such procurement reflected in the annual APRs of the concerned officers.
