Problem at Post offices

Sir,
Indian postal department announced to run post office activities through a software “Core System Integration” in the whole country. In this regard all the Post offices of Jammu were directed to function on this new system from 1st of Sept 2018. Now after the elapse of 11 days all the post offices of Jammu have neither adopted the new system nor are functioning on the old system, with the result the functioning of the post office of whole Jammu are stand still from 1st Sept 2018. It has created a chaos and lot of hardship among the depositors of the post office. The pensioners were not paid pension till date, no body is allowed to withdraw his own money from the post office accounts, no body is allowed to deposit the money in their accounts. After 15th Sept on Recurring deposits the depositors will be charged fine @ 1% for the delay which was not actually caused because of them. No post office is receiving the registered letters of speed post.
When I talked to the Post Masters of various post offices they simply showed their helplessness on the pretext that only one person is having know how of this system and he has to impart training in each post office and provide the required pass word, therefore, it will take at least a month to him to visit all the post office of Jammu province. I today talked to Chief Post Master Generals office and then they referred me to Director Posts Jammu who too showed his helplessness. In Roopnagar post office I saw a father of a cancer patient crying as he was not allowed to withdraw the money from his own account for the treatment of his own son.
